Communities for Climate Protection
(CCP-NZ)
CCP-NZ is part of an international programme aiming to reduce greenhouse gas emissions from council operations and from communities by developing measures that will:
- save energy and promote renewable energy,
- increase sustainable transport,
- enhance urban design,
- reduce emissions from landfills,
- support adoption of low-carbon technology.
CCP-NZ is a New Zealand Government initiative delivered by the International Council for Local Environmental Initiatives – Australia/New Zealand (ICLEI-A/NZ).
CCP-NZ and Kaikoura
In order to measure and reduce Kaikoura's green house gas emissions the Kaikoura District Council joined CCP-NZ in 2004 with the intention of achieving the following five milestones:
- Establishing an inventory and forecast for key sources of greenhouse emissions in council and the community,
- Setting an emissions reduction goal,
- Developing and adopting a local greenhouse gas emissions action plan to achieve those reductions,
- Implementing the local action plan,
- Monitoring and reporting on greenhouse gas emissions and implementing actions and measures.
Early in 2005 we achieved Milestone 1 and 2, and in early 2006 we were recognised as the first local authority in New Zealand to achieve Milestone 3 for both community and corporate sectors.
Reductions in Green House Gas Emissions
By the year 2010 Kaikoura District Council have set targets to:
- reduce the council green house gas emissions by 100%
- reduce the communities green house gas emsissions by 60%.

Kaikoura District Council has a number of initiatives in place that compliment the CCP-NZ, working towards reducing greenhouse gases, these include:
- Membership of the EnergyWise Councils programme;
- Participation in Earthcheck Sustainable Community Program
- Zero Waste will lead to a reduction in organics to landfill
- A recent proposal to develop Zero Organics (ZORG), to ensure that organic matter to landfill is reduced;
- Trees for Travellers will lead to the environmental impact of visitors being reduced through planting trees.
