Welcome to the Kaikoura District Council and the local government website for the Kaikoura District of New Zealand. Kaikoura is a Green Globe Certified Community: we are committed to sustaining our environment by managing and improving our impact and were one of the first Councils to adopt a Zero Waste Policy. Our website offers both tourist information for those who visit Kaikoura and community information for local people.

Community Leadership is made up of the following sub activities:

Goals

  • To use a consultative approach to decision making and to inform the public on matters relating to Council activities and policies.
  • To provide, within available resources, services that meet the needs and provide for the well being of the residents of the district.
  • To ensure effective and efficient management of the Council’s assets.
  • To obtain and administer the financial resources necessary for the cost efficient management of the district.
  • To ensure that planning for the district is undertaken in a manner that ensures the sustainable management of natural and physical resources throughout the district.
  • To discharge the statutory and legal obligations of the Council in a fair and equitable manner.
  • To uphold the intent of the Treaty of Waitangi.
  • To advocate for the retention of essential community services.

 

Background and Rationale for Council’s Involvement

The Kaikoura District Council is a territorial authority under the Local Government Act 2002, and has a mandatory legal requirement to provide leadership to the community, and to have in place a system of representation which is open and easily accessible to all, and which gives opportunities for participation in the democratic process.

Council's Mission Statement is:

"To provide community leadership and a climate for sustainable and equitable growth, through planning, policy development, regulation and the affordable provision of essential community services which the market cannot provide.

We intend to do this by (among other things):

  • Influencing the shape of development by facilitating a coherent community vision, and
  • By providing for the needs of tourists and residents in a balanced and equitable way through appropriate planning and funding policies that are responsive to variations in the pace of private sector investment

 

Maori Participation in Decision Making

Te Runanga O Kaikoura and Council share the same vision in caring for our environment.  Council has developed an excellent working partnership with Iwi, and it is likely that a formal Memorandum of Understanding will be signed in due course.

Iwi representatives serve on the Hearings and Applications Committee, the Planning Committee, the Social Services Committee and the Tourism Development Committee.

Council maintains open lines of communication with Te Runanga at all times, and ensures Te Runanga is kept informed of any relevant developments within the district.  Current feedback from Te Runanga representatives on the success of the partnership has been excellent.
