Welcome to the Kaikoura District Council and the local government website for the Kaikoura District of New Zealand. Kaikoura is a Green Globe Certified Community: we are committed to sustaining our environment by managing and improving our impact and were one of the first Councils to adopt a Zero Waste Policy. Our website offers both tourist information for those who visit Kaikoura and community information for local people.

Statutory Planning

Council's Statutory Planning function is there to ensure the natural and physical environment of the district is sustainably managed, by ensuring that standards and guidelines set down in legislation and regulations are met, including compliance with our District Plans.

This includes;

  • processing resource consents (land use and subdivisions)
  • archaeological discovery
  • compliance monitoring
  • plan approvals
  • easements
  • caveats
  • road closures
  • right of way approvals
  • planning education and enforcement

It is the intention of this function to provide for the community and individuals to achieve their aims while minimising any negative effects on other people, property, or the environment.

Click here for information on how to apply for a resource consent, fees and charges, application forms, etc.

Click here for information on archaeological history of the district, the accidental discovery protocol, and what to do before you develop, excavate, subdivide or build.

Click here for a link to the Historic Places Trust – you may also need an ‘Archaeological Authority’ from the Trust before you go ahead with your work. Likely places around the district are: South Bay, The Peninsula, Avoca St, Esplanade, Torquay Street, the coastline, coastal ridges and terraces and settlement areas.
