OK, so what has changed?
The following is an at a glance view of the changes to the rating system, which came into effect 1 July 2009.
Changes to the General Rate:
There is no longer a differential on the general rate - all properties now pay the same cents in the dollar per capital value regardless of whether they are commercial, residential, accommodation or rural.

New Rating Areas:
These rating areas now determine how much people will pay for footpaths and streetlights, harbour, and town centre.

There are three new rates that apply the new rating areas:
- Harbour Rate (click here >>>)
- Footpath & Streetlights Rate (click here >>>)
- Town Centre Rate (click here >>>)
New Roading Rate
The roading rate is applied over all properties at the same cents in the dollar of capital value.

New Commercial Rate
This new rate effectively replaces the differential on the general rate that had applied to commercial properties, and is a rate that only applies to commercial properties.

New Accommodation Sector Charge
This new charge effectively replaces the differential on the general rate that had applied to special accommodation properties, and only applies to small accommodation providers such as holiday homes and small B&Bs.

New Registered Premises Charge
This new charge is applied per licence on properties with a food, liquor, or hairdressers license.

New Public Rubbish Bin Charge
This new charge only applies to commercial properties.

New Stock Control Rate
This rate only applies to properties outside the urban area (semi-rural and rural properties only).

New Recycling Pickup Charges
New charges apply depending on whether your property is in the urban area (plus Oaro, as they also receive a weekly kerbside collection). A lesser charge will apply if your property is not within these areas.

Half-Charges for Sewerage
A new half-charge has been introduced for properties that are within 100 metres of, but not connected to, the Kaikoura sewerage scheme - thereby standardising this rate with the same rationale used for water.
