A WORD FROM THE MAYOR

Kia ora.
We are into another year, don't they fly by.
While council don't meet in January we are participating in workshops and looking at our ‘Long Term Community Plan'.
This is a requirement for all Councils, where we lay out the long term vision for our community for the next ten years. This is an important process as it gives council staff a lead as to where we see the growth patterns into the future ie: Aquatic Centre's, Museum Development, Roading, Waste Reduction, Airport Growth and things like the Wharf Developments. The general public will have an opportunity for input to the plan in the next few months.
It is vitally important that we have a vision and plan for the future.
The Christchurch situation and the Global economy will continue to impact on our lives as less people are travelling and the slow start to the Christchurch rebuild and settlement of damage claims affecting homeowners chances of moving on.
It has been good to see the town busy since Christmas, let's hope this continues on well for a few months yet.
The A & P association holds their Centennial show on February 25th. This is a huge achievement for our community and a small band of volunteers continue to present a great day out. I would encourage you to make the effort to go along and support this event,
On March the 4th we will again have the local Hanmer to Kaikoura cycle ride for road and mountain bikers, this is a great ride and it would be good to see it turn into an annual event.

BIODIVERSITY CONTESTABLE FUND
Council's very own contestable fund is now open.
The purpose of the fund is to encourage projects that increase the biodiversity of the district. It is aimed at assisting groups, individual, residents and ratepayers of the Kaikoura district and for work generally on private land. (Fencing, pest & weed control, plantings, restoration work, stream enhancement etc)
It is open from October 1st through to the end of March and is anticipated that decisions will be made by the end of April - just in time for ideal planting conditions. The decision panel are all locals in our district and have volunteered their time to be apart of this fund.
So if you have a project in mind and need some assistance, or just want to know more, please get in touch:

BUILD IT RIGHT – ATTENTION HOME AND LAND OWNERS
From the 1st of March 2012 the Licensed Building Practictioner Scheme comes into effect. If you're building or planning to build, there are 3 things you need to know RIGHT NOW.
WHAT - Is your residential work “Restricted Building Work:”
If your residential building work is structural or if it affects the weather tightness of the building, the work may be “Restricted Building Work” This means you MUST employ a Licensed Building Practitioner(s) (LBP) to design and carry out that work. They must either DO or SUPERVISE this work.
WHO - Licensed Building Practitioners (LBP's)
Include designers, carpenters, roofers, external plasterers, bricklayers and blocklayers, site and foundations, who should be licensed/registered in the Government's LBP Scheme. To find LPB's in your area search the Department of Building & Housing's register at http://lbp.dbh.govt.nz/publicregister/search.aspx
Registered architects, chartered professional engineers and plumbers are deemed to be LBPs and should be registered with the Department of Building & Housing.
WHEN – 1 March 2012
The following changes come into effect on 1st March 2012 BUT
If you are in the planning or design phase and your application for building consent MAY NOT be lodged before this date make sure the people you plan to employ including your designer, are registered LBPs.
IMPORTANT
After 1st March 2012 Council will not be able to accept Building Consent Applications for Restricted Building Work (which includes but is not limited to simple residential dwellings, garages & sheds) if they have not been compiled by a registered LBP. In addition before commencement of building work Council must be informed of the relevant LBP's working on the site. If this information is not provided to Council, inspections will not be undertaken, work on site will be stopped and the Department of Building & Housing will be informed for enforcement purposes.

CREATIVE COMMUNITIES SCHEME
FINANCIAL ASSISTANCE FOR ART-RELATED PROJECTS
Applications are now being accepted for financial assistance to groups and individuals who wish to increase participation in the Arts or increase the range and diversity of the Arts available to the community. Your project must meet one or more of the following funding criteria:
- Broad community involvement – The project will create opportunities for local communities to engage with and participate in arts activities.
- Diversity – The project will support the diverse arts and cultural traditions of local communities, enriching and promoting their uniqueness and cultural diversity.
- Young people – The project will enable and encourage young people (under 18 years) to engage with and participate in the arts.
The assessors hand book, application forms and other detailed information is available from the Kaikoura District Council, 34 Esplanade, Kaikoura, to check for eligibility before submitting an application.
Applications close 4pm Tuesday 14 February 2012
All applications will be considered at the next meeting of the committee
