1. Emergency Management Report – July Flood (Agenda page 22)
Council was asked to receive an update on the July flood event and consider providing additional borrowing authority to support immediate response and recovery work.
The report outlined:
• The severe weather event between 5 and 13 July 2026, resulting in the activation of the Emergency Operations Centre and declaration of a Local State of Emergency on 7 July
• The first declared State of Emergency in Kaikōura since the 2016 earthquake
• Significant support provided by local agencies, neighbouring councils, emergency services, Ngāti Kurī, community groups, volunteers, and Canterbury CDEM surge staff
• Community impacts including: – Approximately 60 households evacuated
– 3 primary residences damaged
– 9 outbuildings damaged
– 22 residents receiving welfare assistance
– 2 red-stickered and 4 yellow-stickered properties
• Infrastructure impacts including: – 6 roads experiencing closures or restrictions
– 5 bridges sustaining damage
– Damage to water, wastewater, and transport infrastructure
• Preliminary cost estimates including: – Immediate response costs of approximately $20,000
– Emergency make-safe works exceeding $200,000
– Council infrastructure repairs estimated at more than $5 million
– Environment Canterbury works estimated at more than $20 million
• Recovery priorities focused on infrastructure restoration, community support, funding assistance, and resilience improvements
Decision and Next Steps
Council resolved to delegate authority to the Chief Executive to utilise additional debt funding of up to $2 million above the debt forecast included in the Annual Plan. This will enable priority response, and recovery works to proceed while detailed cost assessments and potential government funding support continue to be determined.
