The Kaikōura District Council prepared a draft Local Alcohol Policy (LAP) for consultation with the community. Appeals had be made to the Alcohol Regulatory and Licensing Authority, those who made submissions to the draft policy could appeal any element of the provisional policy. Following submissions from the community the LAP was formally adopted on 26 February 2020 and came into force with legal standing on 5 April 2020.

The Sale and Supply of Alcohol Act 2012 (the ACT) allows councils to develop Local Alcohol Policies (LAPs) for their territorial areas. A LAP is a set of policies made by a council in consultation with its community concerning matters relating to the licensing of premises for the sale and supply of alcohol. Once a LAP is in place, licensing bodies must consider it when they make decisions about alcohol licensing applications.

The Council LAP encourages the responsible sale, supply and consumption of alcohol and focuses on reducing alcohol related harm in line with the Sale and Supply of Alcohol Act 2012
