3 Year Plan 2018-2021

The 3 Year Plan 2018-2021 sets big work programmes to tackle some of our District’s biggest issues, meet community needs and legal responsibilities.

 The Maori proverb "Manaaki whenua, Manaaki tangata, Haere whakamua (Care for the land, care for the people, go forward)” provided the guiding theme for the 3 Year Plan.

Council believes this plan provides what’s needed for Kaikouras people, environment, land and its' future. It will help Council create a district that can  move forward as a great place to live, with a strong, well-connected community that is ecologically exemplary and economically prosperous. 

Council was very pleased to have heard from numerous passionate organisations and individuals through 133 submissions on the draft plan. During their deliberations, Councillors considered over 350 issues raised within these submissions.  The key areas of interest were the future of our community pool, community facilities rates rises.

How this fits with ECan

All Kaikoura  property owners pay rates to both Kaikoura District Council and Environment Canterbury. 

Environment Canterbury (the regional council) acts across Canterbury and is responsible for regionwide issues such as air quality, freshwater quality and buses. Their plan covers 10 years (2018-2028). Read more here.
