1. Canterbury Water Management Strategy – Establishing the Waiau Toa/Clarence-Kaikōura Leadership Group (Agenda page 14)
Council considered a proposal to continue its involvement in the Canterbury Water Management Strategy through the establishment of a new Waiau Toa/Clarence-Kaikōura Leadership Group.
The report outlined:
• The group would provide strategic leadership and coordination on freshwater management across the Waiau Toa/Clarence, Conway and Kaikōura catchments.
• The proposed membership includes Kaikōura District Council, Hurunui District Council, Te Rūnanga o Kaikōura and Environment Canterbury.
• The group would focus on collaborative freshwater governance, community engagement, catchment management and delivery of Canterbury Water Management Strategy outcomes.
• The model replaces the former Water Zone Committee structure and is intended to maintain local leadership through ongoing government and resource management reforms.
• The Leadership Group would not have authority to commit councils to expenditure or policy decisions, with all decisions remaining with participating organisations.
• Annual costs are expected to be modest and significantly lower than previous committee arrangements.
Decision and Next Steps
Council supported the establishment of the Leadership Group and appointed Councillor T Blunt as the Council representative. If supported by all participating parties, a planning session will be held before the end of 2026 to finalise governance arrangements, priorities and a 2027 meeting schedule.
2. Delegations Manual Update (Agenda page 24)
Council considered a series of updates to its Delegations Manual to reflect organisational changes, legislative reforms and improvements to decision-making processes.
The report outlined:
• Updates are required following changes to Council's organisational structure and staff roles.
• Delegations are being amended to recognise the Community and Resilience Manager and Regulatory Services Team Leader positions.
• Changes reflect the introduction of the Planning Act 2026 and associated transitional consenting arrangements.
• A new risk-based approach is proposed for certain resource consent decisions.
• The approach has been trialled for three months and has improved consent processing efficiency and turnaround times.
• The amendments aim to improve customer experience while maintaining appropriate oversight and accountability.
Decision and Next Steps
Council adopted the proposed amendments to the Delegations Manual. The updated delegations will take effect immediately and be incorporated into Council's governance and operational processes.
3. Kaikōura Hurunui Water Services Statement of Expectations (Agenda page 73)
Council considered the final Statement of Expectations for Kaikōura Hurunui Water Services Limited (KHWS).
The report outlined:
• The Statement of Expectations provides the long-term direction and expectations of the two shareholder councils.
• The document covers governance, service delivery, financial sustainability, resilience, community engagement and reporting requirements.
• KHWS has provided feedback seeking greater flexibility around implementation timeframes, reporting requirements and depreciation funding targets.
• Shareholding councils consider the document should focus on long-term outcomes rather than establishment matters.
• The Statement places a strong emphasis on transparency around water charges, affordability and community communication.
• The document will guide preparation of KHWS's first Water Services Strategy.
Decision and Next Steps
Council considered feedback received from KHWS Board and subsequent officer advice and approved the final Statement of Expectations. Following approval by both shareholder councils, the document will be formally issued to KHWS and used to guide future planning and reporting.
4. Adoption of the Annual Report 2025/26 (Agenda page 90)
Council considered adoption of its Annual Report for the year ended 30 June 2026.
The report outlined:
• The Annual Report is Council's key accountability document and reports financial and service performance against planned targets.
• Total revenue for the year was $21.12 million, below budget largely due to delayed capital projects.
• Total assets increased to $362.6 million, supported by infrastructure asset revaluations.
• Council completed several significant projects including the Wakatu Quay development and implementation of the Datascape enterprise system.
• Community satisfaction remained strong at 68%, significantly above the national benchmark.
• Building consents continued to be processed within statutory timeframes and key infrastructure projects progressed throughout the year.
• The report acknowledges significant audit challenges associated with new systems, asset valuations and water services reforms.
Decision and Next Steps
Council considered the further changes to the annual report as well as the audit opinion. Council adopted the Annual Report noting the considerable effort that has been required by the team to achieve a non-qualified audit opinion for the second year in a row.
5. Finance Report to 30 September 2026 (Agenda page 95)
Council received an update on the organisation's financial performance for the first quarter of the 2026/27 financial year.
The report outlined:
• Council recorded a net deficit of $93,262 compared with a budgeted deficit of $614,746.
• Revenue of $4.6 million was approximately 14% above budget.
• Operating grants, rates revenue and user fees were all tracking ahead of expectations.
• Recovery costs associated with the July flood event continue to affect expenditure.
• Planned maintenance and capital expenditure remain below budget due to recovery work priorities and contract transitions.
• Council's debt levels remain within Local Government Funding Agency thresholds.
• Rates arrears reduced during September, and direct debit participation remains strong.
Decision and Next Steps
Council received the report and noted its current financial position. Financial performance, recovery expenditure and capital delivery will continue to be monitored and reported throughout the year.
Other Key Updates Received
Council also received several information reports covering:
• July flood recovery activities and ongoing resilience planning.
• Roading maintenance, footpath renewals and recovery projects.
• Progress on Pōhōwera Park developments and community facilities.
• Community development, events, library and youth council initiatives.
• Emergency management preparedness and implementation of the new Emergency Management Act 2026.
• Planning reform implementation following the introduction of the Planning Act 2026 and Natural Environment Act 2026.
• Building control performance and flood recovery property management.
• Innovative Waste Kaikōura's quarterly performance, including a positive financial result and ongoing waste minimisation initiatives.
• Destination Kaikōura marketing, dark sky initiatives, regional tourism campaigns and earthquake commemoration planning.
Council continues to focus on recovery, infrastructure resilience, water services reform, financial sustainability, environmental stewardship and long-term planning while supporting opportunities that contribute to Kaikōura's future wellbeing and growth.
