Local Alcohol Policy (LAP)
Under the Sale and Supply of Alcohol Act 2012, local government authorities have a range of powers and responsibilities including the ability to create a Local Alcohol Policy (LAP). The LAP encourages the responsible sale, supply and consumption of alcohol and focuses on reducing alcohol related harm.
Control of Alcohol in Public Places Bylaw 2025
The object of the Bylaw being:
To promote community safety and minimise alcohol-related harm in public places by regulating the consumption and possession of alcohol in designated areas within the Kaikōura District.
Sale and Supply of Alcohol Act 2012
The object of the Act being that:
The sale, supply and consumption of alcohol should be undertaken safely and responsibly; and the harm caused by the excessive or inappropriate consumption of alcohol should be minimised.

The object of the Act being:
To allow businesses with on‑licences to operate under their normal trading hours on these days, while still maintaining existing licensing conditions and broader requirements to promote responsible alcohol use and minimise harm
