Animals Bylaw

Kaikōura District Council proposes to make a new bylaw that implements controls relating to the management of animals in the district. This bylaw brings in mandatory microchipping, registration and desexing (excluding registered breeders) of companion cats, as well as restrictions on the ability for people to have their dogs off the leash or drive motor vehicles between 1st September and 1st December each year on specific beaches to better protect our nesting birds.

The Animals Bylaw would replace the Dog Control Bylaw, which will become a section of the new bylaw. As the dog control section gives effect to the Dog Control Policy, we are seeking feedback on both the new Animals Bylaw and the revised Dog Control Policy.

Submissions open at 10am on 1st August 2025. Submissions must be made by 4pm on 1st September 2025.

Submissions should identify whether or not the submitter wishes to be heard by Council in support of it, with the public hearing the proposal to take place within the Council chambers on 10th September 2025.
