Public Notice of the Proposed Making of a Walking and Riding Strategy (2025)

In April 2025, Council agreed that Kaikōura District Council (KDC) engage in a rewrite of the A to B Carbon Free Walking and Cycling Strategy (2009), including a focus on horse-riding in the discussion; in adopting this approach we changed it into a Walking and Riding Strategy.
The draft contains key strategic goals which formed the basis for two community workshops and the resulting vision we have presented for the district. These strategic goals are:
1. Decrease reliance on cars as a method of transportation, in favour of walking and cycling, or other non-carbon emitting transportation alternatives
2. Health, safety and accessibility, allowing all to move safely around the town
3. Increase the outdoor and play activity options for youth
4. Intergenerational inclusivity
5. Increase in the infrastructure that supports active recreation
6. Diversification of the types of recreational activities in Kaikoura
7. Value for money
In addition, working with a community Working Group we came to an agreement on approximately 30 potential projects that we can engage in by 2030 / by 2035 / beyond 2035.

Submissions open at 10am on 1st August 2025. Submissions must be made by 4pm on 1st September 2025.
Submissions should identify whether or not the submitter wishes to be heard by Council in support of it, with the public hearing for the proposal will take place within the Council chambers on 10th September 2025.
