Kaikōura District Council is inviting the community to have their say on a proposed updated Class 4 Gambling Venue Policy.
The policy, which was last reviewed in 2022, sets out whether and under what conditions class 4 gambling (electronic gaming machines or “pokies”) may operate within the district.
Since the last review, several matters have arisen that require the policy to be updated. These include mandatory changes introduced by the Gambling (Harm Prevention and Minimisation) Amendment Regulations 2023, the need to improve clarity and consistency within the policy, and feedback from stakeholders regarding harm minimisation and gambling availability. The Council is also required under legislation to review the policy every three years.
To address these matters, the Council has prepared a draft updated policy. The draft modernises definitions and structure, strengthens harm‑minimisation provisions in line with national regulations, clarifies enforcement roles between the Council and the Department of Internal Affairs, and removes outdated or conflicting provisions. The draft also presents four policy options for public feedback, ranging from retaining the current capped system to introducing a sinking‑lid approach that would gradually reduce the number of gaming machines over time.

Public consultation on these proposals will run from 4pm 1 May 2026 to 4pm 1 June 2026.
