Plan Change 6 – Ocean Ridge Development Area Amendments
So, what is proposed?
Cargill Station Ltd has prepared a private plan change request to Kaikōura District Council (Council). Pursuant to Clause 5 of the First Schedule of the Resource Management Act 1991, the Council gives notice that it is publicly notifying Proposed Plan Change 6 (PC6) and inviting people to make submissions.
PC6 seeks to amend the objective, policies, rules and other methods in the Kaikōura District Plan (Plan) that govern the subdivision, use and development in the Ocean Ridge Development Area (Ocean Ridge). Key changes proposed include an increase in the number of dwellings enabled from 336 to 486, and a corresponding increase in the size of, and mix of activities within, the Ocean Ridge ‘mixed-use’ area. PC6 also amends the spatial layout set out in the existing ‘Outline Development Plan’ for the area.
Changes to lot size requirements and associated controls on buildings are proposed for the undeveloped parts of Ocean Ridge to increase housing choice. New rules enable people to apply for resource consent to build medium-density housing in some of those undeveloped areas.
The existing focus on native restoration planting will remain; however, PC6 proposes changes in the location and amount of restoration planting areas and the methods to ensure restoration areas are established, protected and maintained over time.
PC6 also includes amendments to Ocean Ridge-related provisions in the Introduction, Urban Form & Development, Earthworks, Natural Hazards, Subdivision, Noise and Transport Chapters in the Plan.

Making a Submission
Submissions Open 20th November and Close 5pm 19th December 2025

The submission must be in the prescribed form and must state whether you wish to be heard at a hearing.
